What does this mean?

I’m making a sweater and have never seen instructions like this before. The directions bellow are for knitting the center v-neck.
“2 rows higher: 1 x 1 dec, then every 2 rows: 6 x 1 dec”

Hi,

I'm not sure what 2 rows higher means. The decrease parts I do understand. You dec 1 st on each neck edge 1 time, then dec 1 st on each neck edge every 2 rows for 6 times.
