what a certain direction means in knitting a hat

I am knitting a hat and one the directions states Row 11 (13): *k3, K2tog* across row
-24 (28) sts. I know what across the row means but not sure what Row 11:(13)means. I don't understand this.

Usually when the pattern is written like this, it tells you to pick the one that correspods to the size you choose at the begining. You do decrease on row 11 or row 13 depending on what you've selected previousely. Then once you've done the decrease, you should end up with 24 sts if you decrease on row 11 or 28 sts on row 13 decrease.

So, in the other words, smaller hat decrease on row 11 and bigger hat decrease on row 13.
