Possible Grammatical Error on a Pattern?

Would i work the the second row of SHAPE ARMHOLE as the first row of ALL SIZES (RS)?

I’m reading this beforehand and came the across RIGHT PANEL and to me there seems to be an error as it is confusing. The SHAPE ARMHOLE part begins on a (WS) and the next row it calls for would be a (RS), however down below is the ALL SIZES part but the first row of it starts on a (RS).

I see your point. If you were to make this sweater, you would need to knit one wrong side row before proceeding to the next step.
