I have knitted front, back and the sleeves. The pattern states with RS facing using 5.5mm needles knit across 9 stitches on holder at top of left sleeve, pick up and knit 8 stitches evenly along left side of neck, knit across 4 stitches on stitch holder at front of neck, pick up and knit 8 stitches along right side of neck, knit across 9 stitches at top of right sleeve and work across 14 stitches at back of neck.

I am not sure where to pick up and knit across 8 stitches left side of neck and where to pick up 8 stitches along right side of neck.

picking stitches for a neck band

Hi,

"Pick up stitches" is not actually picking up the stitches but to create new stitches along an existing stitches.

For the left side of the neck, you would make 8 new stitches along the to end of it. You poke a needle trough it and knit along that edge until you have 8 stitches. There is a time when you have to adjust the distance between each stitch because you'll not always pick up the same number of stitches as an existing one. You pick up stitch the same way you for the right side of the neck.

There are many great video that you can watch. I think it will help you a lot.

Here are some example of picking up stitches videos for you;
