It says inc each end of 3 and foll 4th row till 71 St's then every foll 6th until there are 87 sts

Hi Debbie,

First, inc at each end on the 3rd row.
Then inc at each end every 4th row until there are 71 sts.
Then inc at each end every 6th row until there are 87 sts.
