I don't understand the panel construction in d.bliss romy pattern

I'm trying to understand the construction of Debbie Bilss pattern "Romy". The pattern is all written out, but doesn't say how long the several of the panels are, or how they go together. I'm a very visual person... I would have preferred diagrams that show the panels placement. Apparently, the panels are somehow attached to the peplum part. Id really like to wear this sweater, but the instructions are so spare! I've tried looking all over the internet for help, but no luck. If you can help, I would be so grateful!

I finished this hat awhile ago but didn’t get a chance to post it. It is my experimental piece. The Pom Pom can be remove when you want to put up a pony tail. Thanks to my models who can tolerates such condition. :)
