how do i do 8 rows x 4

i am doing the back of a cardigan.
it says work 4 rows in stocking stich
dec row: k3 etc etc
work 7 rows
WORK THE LAST 8 ROWSX4 AND THE DECREASE ROW AGAIN

WHAT DOES IT MEAN AT THE POINT OF WORK 8 ROWS.
is that 8 rows of stocking stich?
