how do i add holes to an alread completed project?

So I have a rectangle that I want to turn into a sweater for my dog but I need to add arm holes to it so she can wear it. I was wondering if there was a way fro me to just add holes to the rectangle.

I finished this hat awhile ago but didn’t get a chance to post it. It is my experimental piece. The Pom Pom can be remove when you want to put up a pony tail. Thanks to my models who can tolerates such condition. :)
