What to do with stitches?

I am making a knitted snowman. The pattern is as follows:

Row 1: Knit
Row 2: Purl
Row 3: P to last 3 sts, turn, k back (counts as Row $) This makes a dec row.
Rows 6, 7, 8, Purl

My questions is what do I do with those 3 sts. Do I pick them up or leave them alone and not work them?

Hi,

On Row #3 you wrote "Row 3: P to last 3 sts, turn, k back (counts as Row $) This makes a dec row."
I think you meant to day "(count as row 4)".

When working row #3, you work to the last 3 sts, then turn and knit all the way back (row #4). This means leaving those 3 sts unwork (short row method) for now until further direct.

What happens to row 5? Does it say to work until the end of a row? Which seems to me more likely. Then you should work row 5 all the way to the end including the 3 sts you skipped on row 3. Then on row 6 you will have all the sts on the same needle together again.
