What does this pattern mean?

How do I do this: k16, k1, lift the 2nd stitch on the RH needle over the 1st stitch on the RH needle x 12, k14 (30 sts)? I dont understand what that means. it is row 14 on https://www.lovecrafts.com/en-us/downloadable/customer/products/id/214353/ for the 'Loyal Puppy Pattern.' Thank you!

I found puppy pattern here;

"k16, [k1, lift the 2nd stitch on the RH needle over the 1st stitch on the RH needle] x 12, k14 (30 sts)"

You do the above direction by k16, * k1 passover the 2nd stitch just as you bind off, then repeat from * until you have done 12 times of passover, then knit the remaining 14 sts. You should have 30 sts on the needle at the end of this instruction. 15 sts on each sides of the bind off at the center.
