Understanding the pattern instructions

directions say: repeat the last two rows nine times more, increasing first at each end of last row.
I don’t quite understand what to do here. This instruction comes at the end of the directions for Rows 23 and 24. I am not sure where to increase- each end- does that mean beginning and end of Row 24? If so how do I increase a S1 stitch?
Row 23 says S1, knit to end
Row 24 says S1, purl to last stitch, k1

I understand the first part but "increasing first at each end of last row" is not very clear to me either.

What are you making and which part of the pattern are you working on? Maybe this will help figuring thing out.

Increasing at each end can be done on the second or third stitch before ending. It doesn't have to be on the last st especially if you have a slip stitch at each end.

I'll wait for your respond. We'll try to figure this out.
