Trying to Knit Pink Scallop-Edge Skirt for Girls-PLEASE HELP!

I want to knit the pink sclloop edge skirt for girls that I found online. I do not like using a circular knitting needle. Can I divide it half, make it on straight needles and then seam the sides together when completed. Would the directions be the same?

I finished this hat awhile ago but didn’t get a chance to post it. It is my experimental piece. The Pom Pom can be remove when you want to put up a pony tail. Thanks to my models who can tolerates such condition. :)
