Shaping shoulder

I have Jean Greenhowe book and trying to knit a scarecrow pattern I can't work out the decreasing to shape shoulders it says next row: k7(k2tog)6times,k12 (k2tog)6times,k7-38sts there's only 50sts on the needle. Can't be one row.help.

This is correct. You should be able to work this out of 50 sts. and should end up with 38 sts as directed.
