Knitting pattern says 0 time

I am at the point of shaping a sleeve cap. My knitting pattern says to “decrease 1 st at end of every 6th row 0 (1, 1, 1, 0,...) times, then every 4th row 1 (1, 0, 0, 1...) times, then every RS row 12 (11, 14, 15, 17...) times.”

I am working the size that is 4th in the parentheses. Do I skip the first six rows and just start at the “every 4th row” instruction? Or do I knit the initial 6 rows with no increases?

You can skip the first 6th row dec and jump to "every 4th row instruction".
