I don’t understand these instructions

I’m knitting a crescent shawl. I have 225 border stitches ready to start the lace section. The lace section says to cast on 12 with waste yarn and knit a row. Done! The next step I just don’t understand. I’ve attached a couple pictures of the lace section’s instructions.
I appreciate any help you can provide.

Hi Carolyn,

It looks very confusing isn't it.
This is an add on border knitting and I'm not a big fan of it but it sure look better than sewing them together.

So, now you should have the border sts on the right needle and the 12 sts on the left needle. Using the main yarn ,begin knitting row 32 of the lace chart back and forth and at the same time picking up and knit border sts with the lace border as you go. When you done with row 32, go to row one and work all the way up to row 32. Then repeat from 1-32 until you're done. I'm not sure if I explain it good enough. I found a site where it shows you how to do just that but a little bit different at the beginning.
