I am knitting a rollneck slipover jumper

The pattern says place a marker 20sts inside one edge. Continue straight until work measures 21cm from marker,ending after a purl row. Once I have placed the marker 20sts inside one. Do I have to include the 20sts when I Continue straight until work measures 21cm
