I was asked to finish this shawl but can't find a pattern. Should I just keep decreasing until I think it is wide enough for the shoulders?

Hello,

How wonderful of you to take on this job! I looked at the photo and I couldn't see the border clearly so I can figure it out how to begin and end each row. You probably have already figured that out.
I would continue increasing until the top art is wide enough for shoulder like you said ( i think you meant to say increase instead of decrease). Just try to follow the previous pattern and that should do it.
