Pattern reads as follows:

*with right hand needle pick up the next st of 5th row below and place on left hand needle, P the picked up st and next st on the needle together, repeat from * across the row

How do I do this?

Hi Sandy,

You count down 5 rows below your current row and use a right needle to pick up a stitch that directly below the next stitch. Place this stitch on the left needle and then purl 2 together. This will create a welt or a tuck.

There are many videos showing how to do a welt but most of them are done on the right side and your is on the wrong side.

This video below is the one that very similar to your instruction but it pick up the 3 row below. The video shows the stitch on the left needle is slipped off the needle before picking up. But the end result should be the same. Either way is correct. This should give you a good idea of how to do it.
