Why does the knitting pattern read (picot BO) K1 and then place st back on LN. If I knit one there will be 2 stitches left on RN. should I leave K1 out when i am binding off?

View this post on Instagram I finished this hat awhile ago but didn’t get a chance to post it. It is my experimental piece. The Pom Pom can be remove when you want to put up a pony tail.
