Back shoulder neck bindinf off

Hello,
Thanks for your help.
Underarn shaping "Bind off 13 shoulder stitches. Bind off 23 back neck sts Bind off 13 shoulder sts.

Should I bind off the first 13 sts, then add another ball and bind off the 23 and then bind off the last 13 sts all on the same row?

I would bind off all stitches at once. The instruction just wants to show how many sts for back neck and shoulders. When you do shoulder seams you can seam 13 sts of the front and the back shoulders together on each side.
